With the number of problems the holodecks caused the Enterprise D over the years, wouldn't it have been logical to take the damn things offline?

I think, Talbot, you don't understand drama. If the crew of Star Trek didn't go places they shouldn't, do dangerously stupid things, or use technology with a generally adverse effect, they'd just blissfully float through space. It wouldn't be Star Trek, it would be Love Boat in Space.
